Regardless FAA's decision on implementation thresholds for domestic operations, aircraft operating outside the US will be expected to comply with Safety Management Systems (SMS) not later than the end of October 2010. SMS is the core of IS-BAO; albeit, IS-BAO is NOT required as the sole acceptable method of compliance. SMS development and implementation is time consuming so we urge all operators to begin as soon as possible. Resources and reference material are available from NBAA, training agencies, and IBAC (www.ibac.org). You are also welcome to contact IPS for recommendations and suggestions regarding "acceptable means of compliance" (AMC).
